Alick McIntosh, Commercial Director

Alick is a commodity trader and, with Cumbria Energy Ltd, was one of the first independent traders of emissions credits in the UK Emissions Trading Scheme.

Alick started his career in energy as part of a team at Mobil North Sea Limited. His role was to look after the commercial side of Mobil North Sea’s assets in the central North Sea. It was during this time at Mobil that he established invaluable relationships with Enterprise, Veba, Lasmo and other North Sea producers.

Alick then co-founded Quantum Energy Group where he was responsible for obtaining Quantum’s Shippers Licence and a transportation agreement with British Gas. In early 1996 he negotiated Quantum’s first gas management deal with Enterprise Oil and, using this deal as a template, subsequently negotiated a number of others, the largest being with Veba Oil, now part of EON. He was also responsible for the acquisition of Vector Gas from Scottish Hydro and Marathon in 1997.

Alick established and managed the gas trading team whose remit was to manage the supply and demand of the company’s portfolio. This involved ensuring that the company was balanced on a spot and forward basis, managing a 24-hour team and looking for opportunities around the company’s storage assets.

Alick has been involved in the emissions markets since 2002 and was a founding director of ICECAP. He is head of trading and responsible for ICECAP’s commercial affairs.

Dave Allen, Finance Director

Dave is a founding shareholder and director of ICECAP based in the Jersey office in the Channel Islands, which he established in 2006. He comes from a financial services background and has been exclusively involved in the carbon markets since mid 2002.

Dave qualified as a Chartered Accountant in 1995 on completion of his articles with KPMG in Cape Town, South Africa. He then consulted extensively to a number of large international financial institutions on a project by project basis which included forensic reviews of the booking, pricing and valuations of global derivative trading books, reengineering of business processes due to recent corporate activity, remediation of systems for Euro conversion and development of systems and reporting processes for new regulatory requirements including capital adequacy directives.

Dave has extensive international expertise having worked in Africa, Australia, the Channel Islands and the United Kingdom.

Declan Tarpey

Declan was until May 2003 a full time senior equity partner of Taylor Wessing, a member of its management and board and head of its projects group. He took leave of absence from the firm in May 2003 to pursue various business interests, including helping to develop ICECAP.

Declan qualified as a lawyer in 1985 with the London based firm Taylor Garrett (which later merged to become Taylor Joynson Garrett) after reading law at Trinity College, Dublin and European Business Law at the Europa Instituut, University of Amsterdam. He became a partner in the firm in 1990. From 1998 to 2001 he was full time managing partner of the firm (annual turnover then c. $100m), leading the firm through one of its most successful growth periods. At the end of his term in September 2001, he returned to client work and to lead the firm's projects group. In 2002, he was part of the negotiating committee successfully concluding the cross border combination with the leading German law firm Wessing, resulting in the formation of the current firm, Taylor Wessing.

Declan has over 20 years of experience in international mergers and acquisitions, project finance and specialist finance transactions in a wide range of industry sectors, including energy and transportation. Declan has featured in successive editions of The Guide to the World Leading Project Finance Lawyers (Euromoney).

Ian Murphy, Director - North America

Ian qualified as a Chartered Management Accountant in 1992, and his strong financial and analytical skills have been utilized within a number of different disciplines in the investment sector. He has extensive international experience, having held senior level financial management positions in Asia, Europe and North America. His background is primarily in financial services, although he started his career in the manufacturing sector. He has worked for a number of capital market institutions, specializing primarily in financial and risk management

Bobby Minty, Senior Business Analyst

Bobby was sponsored throughout his degree at the University of Exeter by Kleinwort Benson and having graduated in 2001 with a degree in Business and Accounting, spent a year working for Kleinwort Benson Investment Management in Jersey. After some time spent travelling, Bobby started his ACA training contract with PriceWaterhouseCoopers in 2002, working on and then project managing a range of audits including private equity, retail funds and fund managers.

Bobby qualified as a Chartered Accountant in 2005 and joined ICECAP’s Jersey office in 2007 where he carries out business and financial analysis in the carbon markets.

Li Dong, Chief Representative China

Li Dong is ICECAP’s Chief Representative for China and is a native of Guangdong Province in the People’s Republic of China. He was educated at Tsinghua University (BSc 1993) and Sun Yet San University where he is currently completing an EMBA. He has worked in senior sales and marketing roles in the Chinese operations of blue chip companies such as Microsoft, Sun Microsystems and Matsushita and has an outstanding record of achievement in client acquisition and business development in both the public and private sectors in mainland China. Li Dong is based in the Beijing office and speaks fluent English, Cantonese and Mandarin.

Luna Tang, Senior Business Analyst

Luna Tang is a native of Shanxi Province in the People’s Republic of China and was educated at Hunan University (BEng 2006). Initially, Luna worked in the energy sector in China with responsibility for CDM in landfill gas projects. In 2007, she joined ICECAP’s Chinese team where she is responsible for risk management and monitoring of ICECAP’s project portfolio in China, relationships with key stakeholders in our Chinese network and the development of new business opportunities. She is based in the Beijing office and speaks fluent Mandarin Chinese and English.
